Taxpayer Advocate Service
Taxpayers who have tried to resolve tax problems with the IRS and are still experiencing delays or facing economic harm have somewhere to turn: They can seek the free assistance of the Taxpayer Advocate Service.
Taxpayers may qualify for assistance from the Taxpayer Advocate Service if they:
- Can no longer provide for basic necessities such as housing, transportation or food because of IRS actions;
- Own a business and are unable to meet basic expenses such as payroll because of IRS actions;
- Experience a delay of more than 30 days to resolve a tax related problem; or
- Do not receive a response from the IRS by the date promised.
Qualified taxpayers will receive free service, tailored to meet their needs, from a knowledgeable Taxpayer Advocate. Your assigned case advocate will listen to your point of view, work with you to address your concerns, and see your case through to an appropriate conclusion.
The Taxpayer Advocate Service is an independent organization within the IRS, led by the National Taxpayer Advocate. Each state has at least one Local Taxpayer Advocate, who is independent of the local IRS office and reports directly to the National Taxpayer Advocate.

You may also call or write to your Local Taxpayer Advocate, whose address and phone number is listed in your local telephone directory and in IRS Publication 1546, The Taxpayer Advocate Service of the IRS. Please be sure to provide your name, address, and Social Security or employer identification number issued by the IRS; a telephone number and best times to call; a description of your problem or hardship and how you've tried to resolve it; and the IRS offices you contacted if you know them.
